Oahu is part of the USA, so having the map on the mainland would feel restrictive if a driver was to try to leave the map (easier to justify on an island as there is water all around you). Also, it would be fairly easy to include Hong Kong as a whole. I know TDU has traditionally been on an Island, but remember this isn't atari developing it, it is another developer, so they may decide to include all of Hong Kong.
